I transmit to you for your information a copy of a despatch addressed by Earl Granville to H.M.'s Minister at Peking, respecting the enforcement of the Imperial Chinese Passenger Act, and the Hongkong Ordinance 22 of 1871, in so far as they are applicable to vessels conveying Chinese Passengers from Consular Ports in China.
